Today, with the beginning of the European Under-21 Championship in Slovakia, an important change in the rules of play includes.
UEFA will now apply a modification of Law 12.2 of the Game Regulation, approved by the International Council of Football Associations (IFAB) on March 1, 2025.

UEFA has introduced a new rule for porters
According to the new rule, the porters will be allowed to hold the ball in maximum 8 seconds. If this limit is exceeded, the referee will give a corner kick to the opposing team.
It replaces the old sanction, which provided an indirect free kick for the porters holding the ball for more than 6 seconds.
To clarify and facilitate the application of the rule, Officials will visibly count the last 5 seconds, so that the goalkeeper knows exactly how long he has.
The metering begins when the goalkeeper has control over the ball and is not pressed by opponents. If opponents begin to press or obstruct the goalkeeper during the metering, the referee will stop the stopwatch and give an indirect free kick in favor of the goalkeeper.
The rule will be applied to all matches in UEFA competitions starting today.
Also, UEFA recently implemented a clarification to Law 14 on the strokes. The new rule clarifies what happens if a player executing a penalty touches the ball twice.
These changes are intended to reduce the loss of time on the field and to accelerate the rhythm of the game, making football more attractive for spectators.
