The State Duma approved in the first reading a bill on the creation of a public ranking of driving schools

The State Duma at the plenary meeting adopted in the first reading a bill, which is proposed to introduce quality control in driving schools and establish performance indicators and publish their ratings on the Internet.
The initiator of the bill was the Government of the Russian Federation. It is proposed to make changes to Article 26 of the Law “On Road Safety”.
The authors of the amendments propose to establish a list of indicators and criteria for assessing the effectiveness of training in driving schools, as well as take into account the results of passing exams and emergency situations in which graduates were. The Ministry of Internal Affairs want to entrust the task.
Thanks to the public rating, Russians will be able to form an opinion on the quality of training in the organization of interest. If the amendments are accepted in all readings, the document will enter into force 180 days after publication.
“We want to do only one thing – to make the system transparent. In order for a person who wants to get rights, he could see where he goes, to whom, what percentage at all in this school, who surrendered the first time, how many accidents were committed by graduates of this school for two years, how many of them died, ”explained Igor Zubov, deputy head of the Ministry of Internal Affairs (quote for RBC).
Earlier, the President of the National Union of Associations of Driving Schools, Elena Zaitseva, questioned the relationship between the number of accidents and the quality of drivers' training. According to her, the accident rate is more dependent on the personality of the driver, his “socio-cultural and psychophysical characteristics” and “aggressive environment” on the roads.
