The Legislative Assembly of the Krasnoyarsk Territory discuss changes to the law on state regulation of alcoholic turnover.
Thus, the government of the region proposes to completely ban the sale of alcohol on the International Children's Protection Day (June 1) and on the day of knowledge (September 1). If on September 1 it falls on a day off, then the ban goes to the first next working day behind it. You can drink alcohol only in catering enterprises.
Also, the deputies of the Committee on Economics and Tax Policy of the Parliament discussed the proposal even more to limit the time of sale of alcohol in those stores that are located in residential buildings or extensions to them. Now the sale is prohibited from 23:00 to 8:00, and if the law is adopted, the framework will expand – the ban will operate from 21:00 to 10:00.
The government also proposes to establish requirements for the placement and arrangement of summer verandas in cafes and restaurants.
So far, the law undergoes an assessment of the regulatory effect. The discussion of the document was attended by Deputy Chairman of the Committee Andrei Metzler, deputies Ilya Zaitsev, Vitaliy Drozdov, Viktor Kardashov. In particular, deputies requested statistics confirming the growth of alcohol consumption on holidays. Ilya Zaitsev supported the bill, noting that from the point of view of residents of apartment buildings, the proximity with alcohol stores is a big problem and the introduction of new rules, and they can earn from autumn, should reduce consumption.
The Chairman of the Committee Yegor Vasiliev called the bill the next step followed by the struggle with the “nasalies”, masked under catering.
“The initiative, when we have two days in which the sale is completely prohibited, and the ban time is expanding – this is a rather moderate step. The bill was born in the dialogue between the advocates of a healthy lifestyle, which constantly urge to ban the sale of alcohol as broadly as possible and entrepreneurs. Such regulation is accepted through the territory of Russia by almost all subjects in one form or another. The option proposed in the region is far from the hardest. For the first time, trading zones will be delimited, which are located near apartment buildings, and those that are at some distance. Now the procedure for assessing the regulatory impact is ending, where each entrepreneur could speak out, as will affect his work. I am sure that the dialogue will continue further, ”the head of the committee explained.
