The minister who negotiated in Brussels the introduction of ID cards with CIP was called to return with his wife to the counter to obtain the new act. “It's disappointing”

MIA has recently launched a site about how Romanians can get the new identity card. The problems appeared. What the Romanians claim.
Ciprian Teleman was Minister of Digitization of December 2020 – September 2021 in the Cîțu Government. In his mandate, the ministry negotiated with the officials of the European Commission the entire digitalization pillar in the PNRR, including the introduction of the electronic identity card.
He states, in a discussion with Hotnews, that he was one of those who crashed into the way the new bulletin is released. The Ministry of Internal Affairs (MAI) recently announced on Facebook the launch of a dedicated page on how to get the new electronic identity card (those), the benefits and differences from the simple identity card.
Ciprian Teleman reported what problems he encountered at the counter of the population in Corbeanca. Where he lives with his wife. And there he wanted to change his identity card valid with the new chip bulletin. Could not.
“My wife, when she bought the land, put it on her behalf and for this she has to come physically to the population records, in Corbeanca, to attest that I am probably my husband …” said the former minister. How did his Odyssey begin?

Teleman: New Bulletin, Old Law
“The procedure for changing a document valid with a new one is identical to the old procedure for changing a document, ie the presentation of documents in the original,” said Ciprian Teleman.
“It is a certificate of marriage, the attestation that the street on which you stay has a name, and if the building was not bought by you, but by the wife, it must be present at the population records. It seems to me that this bureaucracy does not stimulate the adoption of the new electronic identity document. In Corbeanca, where I was, they told me that the law was not forced, and I was not required.
“At the release of those is a small interrogation”
The former minister of digitalization said that the applicants must complete a questionnaire.
“At the release of the electronic identity card, it is a small interrogation, which stopped at me when the lady from the counter saw that in the sale-purchase act is only the wife.
The current identity card has been issued on the basis of documents and it is valid for another 4 years, he says.
“I will have to come up with my wife to prove that I live there and I am at that address. They asked me for two documents: the sale-purchase document and the report of reception of the work, which is issued when the building is ready. With these two I was and made children after them.
“Can I pass you” company administrator “?
Returning to the questions in the questionnaire, Teleman said he was asked about the military situation.
“They asked me what is the military situation (reservist, grade), the last level of studies, the position I have now. And I said there is no problem that I am a company administrator. In the end, the lady from the counter showed me a questionnaire that I signed that the data is in accordance with what she registered, ”he said.
The former minister also stated that he was transmitted that he would not need reprogramming to resume the entire process of issuing the new electronic identity card, the process will resume whenever he will come with his wife to the counter.
Citizens claim that new chip bulletins cannot be read to notaries, banks or other institutions
At the Facebook post of the MAI, which accompanies the presentation of the new site, the Romanians claim that those who have managed to get in the possession of the new chip bulletins “encounter problems with notaries, banks or other institutions because they do not have bulletin readers, so they cannot validate your home.
“To go to a notary who does not have a card/bulletin reader, you have to go to the population record to issue a certificate in which the residence is noted. What are the solutions you take or advise us to take them in such circumstances?”, Asks a user.
Another user asks May: “Is there at this moment the possibility of issuing one having a (floating) residence visa to electronic information?”
He argues that “at the beginning of last month I had an appointment on the population records to change me but with those and I was notified that I was not implemented and the possibility of adding a separate residence address from the standard home address”.
HotNews.ro has requested MIA to provide answers to all these situations and we will return as soon as we receive the answers.
