The Bucharest Court of Appeal issued a six -year prison sentence in the case of Colombian citizen Murillo Diosa Luis Alfonso, accused of attempted acts of diversion. The man, 34 years old, was detained in the summer of 2024, after the Romanian authorities discovered that he was preparing an attack on essential infrastructures, following the instigation by a resident person in the Russian Federation.

The judges maintained the preventive arrest of the defendant, and the period already spent in detention was deduced from the total punishment. The sentence can be appealed within ten days of communication.

“Condemns the defendant Murillo Diosa Luis Alfonso, Colombian citizen, to the sentence of 6 years imprisonment for committing the crime of attempted diversion acts. He deduces from the sentence of 6 years the duration of the detention from 01.08.2024, until 02.08.2024, and of the arrest from 01.08.08.08.2024 preventive arrest of the defendant. It is the decision of the judges, quoted by Agerpres.

What mission did the Colombian in Romania have

According to DIICOT prosecutors, Murillo Diosa arrived in Romania in July 2024, with the clear purpose of documenting and preparing the destruction of strategic interest. Among the targets concerned were a recyclable waste deposit, two oil probes and a natural gas adjustment station, located near an industrial complex in Ilfov county.

Between July 28-30, the Colombian was observed by carrying out activities of recognition, mapping of the zones, identifying the access and photographing ways, all indicating that he was preparing an attack with potential explosive or arson.

“During July 2024, at the instigation of a person, a resident foreign citizen in the Russian Federation, the man would have carried out an intense documentation activity for the implementation of an arson or destruction of explosion/arson of some objectives in Romania, all presenting special importance, which is in danger, in the period of Romania. The 34-year-old man would have done the recognition of the objectives that he intended to destroy by fire/explosion, to identify the access and withdrawal of the objectives concerned, objectives located in the proximity of a complex in Ilfov county, where a recyclable waste deposit would have been. He transmitted the Romanian police last year.

Murillo Diosa Luis Alfonso performed the military internship within the Colombian armed forces, being trained in information collection, research and documentation activities.

According to the same source, the Colombian knew the objectives of the mission he had to execute in Romania, and the searches carried out through the Internet (substances and ingredients accessible on the free market), corroborated and with his military training and with some video materials accessed in the online environment – the manufacture of explosive devices, as well as the person, proceed to destroy some goals from Romania through explosions, arson or other ways.

He failed to implement his plan, due to the intervention of the police, with the specialized support of the Romanian Intelligence Service.

Handling in the pro-Russian press

After his arrest, Telegram channels associated with Russian propaganda tried to accredit the idea that a Ukrainian resistance group attacked a “logistical center” in Bragadiru, supposed to supply Ukraine with fuel.

In fact, a fire produced on August 1, 2024, in Teleorman county, due to technical (short -circuit), was used as a pretext for falsifying reality.

The Romanian Intelligence Service denied this information, explaining that the Sabotage operation prepared by the Colombian could no longer be carried out due to the intervention of the Romanian authorities, with the support of the specialized institutions.

“As the saboteor was detained and could not communicate with the coordinators, they were misled by the fact that, during the same period, on 01.08.2024, there was a fire caused by a short circuit, but in the locality of Bragadiru in Teleorman county. Thus, the Russian Telegram channels, they presented with other images from the location, and from the other. Bragadiru, Ilfov, identified as a facility involved in supporting the Ukrainian war effort, the action being attributed to a Ukrainian resistance group that destroyed by a fire a “logistics center where fuel was stored in Ukraine”.
declares SRI at that time.
