The Ministry of Development reminded Ukrzaliznytsia that it is impossible to hold the passenger at the expense of freight tariffs.
According to European standards, only direct costs should be included in freight tariffs, and if UZ is not enough money, it is necessary to negotiate with European funds.
This was stated by the Deputy Minister of Community and Territories of Ukraine Alexei Balest during a meeting of the working group, where the position of Ukraine on entry into the EU in the part of transport is being prepared.
He recalled that the European model of the railway market does not involve cross-subsistence transportation at the expense of income from freight transportation.
“If we understand that we go to the European model, then according to the 2014/34/EC Directive (losses from passenger transportation – ed.) Cannot be overlapped at the expense of cross -rebelling transportation. Given the relevant directive, these costs are compensated directly. And the tariff for infrastructure includes only direct expenses, ”the Deputy Minister said.
It is known that Ukrzaliznytsia wants to raise the freight tariff at once by 37%to cover losses from passenger transportation.
