49 hectares of beach have already been rented on the Black Sea coast, the contracts to be carried out until 2034, the National Administration “Romanian Waters” reported on Tuesday, specifying that 57 of the 83 subsectors were rented.

The rented surfaces are located in the resorts Năvodari (4 subsectors), Mamaia (37 subsectors), Constanța (10 subsectors), Tuzla (4 subsectors) and Vama Veche (3 subsectors) and have two types of destinations: tourist leisure (recreation) and leisure with sports function – ash.
Of the 214 offers received, 175 were valid, which means about 81.78%. For each beach subsector, according to the legislation, at least two valid offers were needed.
The rental period is 10 years, according to GD no. 183/2020 and GEO no. 19/2006, with the subsequent modifications and completions.
The criteria for evaluating offers were:
• the price offered – 40%;
• Economic-financial capacity-10%;
• environmental protection – 10%;
• The specific conditions imposed by the nature of the rented good – 40%.
The average value of the rent offered was about 21% higher than the starting price. According to the legal provisions, 50% of the amounts received will go to the state budget, and 50% will be used for investments in the water management infrastructure, including for the Black Sea beach.
“For the sectors / subsectors in which, within the first tender procedure no offers were submitted / A single offer has been submitted / at least two valid offers were submitted or the procedure has been canceled, a new tender procedure will be organized”,, informed the “Romanian waters”.
A new auction is organized for 59 hectares of beach
The new tender procedure is organized under the same framework-framework conditions, with the award of the lease under the conditions of presenting a minimum of a valid offer, with the application of the provisions of art. 341, paragraph (27). In the situation where no tender is submitted during the second auction session, a new auction is canceled and organized.
Currently, a new auction procedure for renting 77 beach subsectors, covering an area of 58.85 hectares is currently conducted for the next 10 years. The beaches are located in the resorts Mamaia, Constanța, Agigea, Eforie Nord and Eforie Sud.
The deadline for submitting tenders is April 24, 2025, 4:00 pm, and their opening will take place between May 6 and 9, 2025, 10:00. Documentation-specification, framework contract, forms, data sheet-is available for free on the website www.rowater.ro. In total, the National Administration “Romanian Waters” has auctioned “in 2025 a total of 160 beach subsectors (in the two stages), with a cumulative area of 133.85 hectares, to be rented during 2025–2034 (next 10 years).
