In the book by I. S. Brener “Country of Birobidzhan” (6+), information was posted that on April 9, 1935, by decision of the Distance Executive Committee and, in order to study the productive forces and culture of the EAO, the Presidium of the Oblast Executive Committee of the EAO decided to establish the Scientific Commission for the study of the production forces and culture of the region under the regional executive committee. The chairman of the commission was appointed M.A. Bainfest. At the first meeting of the commission was attended by I. Lieberberg.

A.A. Greenbaum wrote about the events of those years: “As for specific steps, in 1935, Lieberberg created a scientific commission, which was to become the research center of the region, and possibly the center of Jewish research in the entire Union.”
“The commissions conveyed the functions of coordination and the formation of the most important areas of the economic, social and cultural life of the region. It becomes an independent body that develops strategy and tactics in various fields of construction of the region. The commission was to collect materials from an archival, historical, ethnographic character, as well as the region’s productive forces and natural wealth associated with the study of the Experimental Station. The Birobidzhan confectionery factory as an independent enterprise was founded on April 9, 1947 on the basis of a bakery. The launch of the factory coincided with the preparation for the elections to the Supreme Council of the RSFSR. The first products of the factory-cookies and sweets-pursuits, it was the most delicious of all the sweet, which was in the post-war stores.

In 1996, the factory burned down, all equipment died in the fire. For several years, employees of the enterprise have revived their brainchild from the ashes. Only over the years of recovery, this enterprise participated in many contests “100 best goods of Russia” (12+), where it has repeatedly become a laureate. And in 1997, a very mobile sales service was created, in the near future – the opening of a small -optical store, the creation of a dealer network in other regions of the Far East. In the same year, the factory directorate entered Japan with a proposal to create a joint venture.
In 2001, the products of the Birobidzhan confectionery factory at the fair of producers of the Far East and Transbaikalia (12+) in Khabarovsk for arachyal halva in chocolate received a gold medal.
In 2002, several types of products of the Birobidzhan confectionery factory, in particular, Halva Arachical and glazed, candy “Bird milk” and marmalade “Snails” became diplomats “100 best products of Russia” and “10 best products of the EAO” (12+). The enterprise had branded stores in several cities of the Far East.
Since 2003, Birobidzha Confection Factory LLC – a subsidiary of OJSC “MKF” Red October “” with a 100% share of capital enterprise.
Currently, the factory has ceased its activities in the city.

In the newspaper “Birobidzhan Star” (12+), for April 9, 1965, an article by N. Sulima “Seventh Award” was published. The article wrote that more than 20 years after the Great Patriotic War, the younger lieutenant of the reserve Nikolai Nikolay Matafonov by decree of the Presidium of the Supreme Council of the USSR for heroism and courage, manifested during the forcing of the Visla, awarded the reward – the Order of the Red Star. During the war years, Nikolai Nikanorovich was awarded six government awards.

The Plenum of the Birobidzhan city committee of the CPSU discussed the issue of the work of party organizations of industrial enterprises in the city to improve the quality of products in the light of the requirements of the XXIV Congress of the Party and the December (1974) Plenum of the CPSU Central Committee. It was noted that only in 1974 more than 190 types and models of new products were mastered. In 1974, products with a state quality sign of 6.3 million rubles were sold, production in the highest category – 88%, and 2.5 times reduced marriage losses.
The adopted resolution defines measures to further implement a comprehensive product management system, wide deployment of the competition under the motto “give products more, better quality, with lower costs.”
April 9, 1990
On April 9, 1990, the formation of tax inspectorates of the region began.
By order of the head of the financial department of the regional executive committee N. A. Zhigunov on 09.04.1990, the first inspection of the region was formed in the Oktyabrsky district, for the post of chief of which Alexander Mikhailovich Strugachev was appointed.
