The Accounts Chamber of Russia proposed revising the approach to the formation of tariffs for treatment with compulsory medical insurance. This was reported on the official website of the body.

The auditors found that the tariffs do not correspond to the real costs in the provision of services, since the system does not have worked out methods for calculating standards.
Since 2013, a model of clinical and statistical groups of diseases has been used to establish tariffs-it involves the combination of different diagnoses into groups in their costs. Moreover, there are no clear criteria by which they correlate with each other.
Thus, the payment of hospitals of hospitals does not depend on the quality and success of treatment. In fact, tariffs cover the patient's stay in the hospital.
The auditors also drew attention to the lack of motivating factors for doctors. The only incentive to provide quality assistance is a decrease in payment for lethal cases. Because of this, the hospitals increase hospitalization, but ignore patient satisfaction.
