End of liquidation in public media? KRRiT appeals to the ministry, for the reason indicates Russia

At Wednesday's meeting of the National Broadcasting Council, a resolution was adopted to the Minister of Culture and National Heritage to immediately end the process of liquidation of public media companies due to the situation related to state security.


The Council also appealed to provide public media companies with stable and sufficient financing. As written on the council website, public media that are part of critical infrastructure are obliged to transfer fast, reliable and full information to Polish citizens, especially in a situation of threat to state security. KRRiT analyzes the possibility of lawful transfer of subscription funds to public media, which are currently accumulated on the deposit account of the Ministry of Finance.
As the KRRiT member, Professor Tadeusz Kowalski informed PAP, the Council plans to send an official letter in this matter to the Ministry of Culture on Thursday, September 11.
– The ministry announces that the subscription is not to be, but we are obliged to prepare a forecast and divide the funds according to her. It comes out that next year there will be about PLN 603 million of this subscription – said the professor.
He emphasized that it is necessary to create all the possibilities so that the media could perform their duties not torn by a lack of funds or uncertainty.
When asked about the time needed to unlock funds, he indicated that today's meeting began a discussion on this subject. Council member Marzena Paczuska “submitted such a proposal, taking into account the circumstances that we would withdraw their appeals from the courts and free these funds.” He emphasized that it was a long -term process that requires the submission of relevant pleadings, and the court would have to decide to discontinue the proceedings. He noted that the council has not yet decided on such a move.
– We already have several dozen final judgments that state that these funds are due to public media companies – Kowalski pointed out.
He reminded that the subscription is only part of financing, but each sum can “be useful”. As he said, KRRiT donated PLN 464 million to court deposits. – About 60 million returned, there are already final judgments and the courts return funds to the council, i.e. about 395 million could supply public media – he assessed. – The situation that happened today would make you reflect that certain disputed issues, especially those significantly resolved by the courts, have already completed – he emphasized.
– Until now, the courts have decided, but there is also another path, consisting in withdrawing from appeals against judgments – he explained. Most often these deposits are in the appeal procedure, because the Council did not agree with the judgments of the District and District Court. As if our legal department applied for the withdrawal of the appeal, the court would only perform a technical activity, and the money would return from the deposit (to the media – PAP) – he supplemented.
