The parliamentary committee of constitutional responsibility (OD) will order the prosecutor's office to hear 16 witnesses as part of examining the preliminary application for the State Tribunal (TS) for the president of the NBP Adam Glapiński – said on Tuesday the chairman of the committee Zdzisław Gawlik from KO.

On Tuesday evening, at a closed meeting, the chairman of the Commission presented information on evidence regarding the initial application for constitutional liability before the State Tribunal of the President of the NBP Adam Glapiński. – All members of the committee were informed about the documents that were submitted in the case of Mr. Adam Glapiński (in the Commission – PAP). These documents are submitted either directly by the institutions to which the Commission addressed or by the Prosecutor General, on behalf of the commission, which collects these documents. At the same time, we have established a certain procedure when it comes to further work on the initial application regarding the attitude at the Tribunal of the State of Adam Glapiński – told journalists Gawlik after the end of the closed meeting of the committee. Asked on the aforementioned procedure, Gawlik did not develop the topic.

The chairman of ODDOR announced that the next meeting of the Commission would take place at the second sitting of the Sejm in September (24-26 September). The Commission is then to think about the formula of auditors conducted by the prosecutor's office on behalf of the commission and to question the next witnesses.

– We indicated a group of 16 witnesses and asked the prosecutor's office, which participates in collecting documents necessary to consider this application, (…) for their interrogation and simply witnesses will be interrogated consistently in two ways (some by the prosecutor's office others before the commission – PAP). I think that the next sitting of the Sejm will also appear subsequent witnesses interrogated by the commission – said Gawlik.

Asked whether the witnesses of the commission, which the prosecutor's office is to question, is Glapiński, Gawlik said that there are no random people on the list.

– The Commission, assessing the current course of the proceedings, guided by the logic of this proceeding and predictions, the behavior of specific participants in this procedure, so as not to unnecessarily myth time, we decided that since the Act authorizes us to use certain state institutions during the proceedings, we made the decision – he added.

Until now, the Commission has questioned about 20 witnesses. The list of witnesses from the initial application had over 60 names.

The initial application for the President of the NBP Adam Glapiński before the State Tribunal, a group of MPs of the ruling coalition submitted in the Sejm in March 2024. The application was accused of the President of the National Bank of Poland, violating the constitution and acts, including by indirect financing of the budget deficit as part of the purchase of assets in 2020-2021, conducting this purchase without “proper authorization” from the Monetary Policy Council, or by failing to fail to order the apoliticality of the President of the NBP.

The NBP considers the allegations completely unfounded and believes that all proceedings can paralyze the work of the central bank. The president of the NBP Adam Glapiński announced last year that the NBP will not participate in the procedure to put him in front of the State Tribunal, and any ORLY decisions are not important to the bank.

After conducting the proceedings, the Commission presents a report on the Sejm together with a request to send to the State Tribunal or for discontinuation of proceedings.

A resolution on pulling to the State Tribunal, among others The President of the National Bank of Poland, the Sejm takes by an absolute majority of votes in the presence of at least half (230) of the statutory number of deputies.

The resolution causes suspension in the activities of the person it relates. In 2024, however, the Constitutional Tribunal questioned the provisions in this matter.
