President Andrzej Duda signed an amendment to the act on the defense of the homeland – KPRP informed on Thursday. The goal is, among others Improving recruitment to the army, reimbursement of costs incurred by soldiers or changes in the principles of the Army Support Fund.



Last week, the Senate accepted the act without amendments; Despite the fact that the Senate Legislative Office submitted a dozen or so minor amendments to the Act, senators adopted the act without them – due to the appeal of the Ministry of National Defense for the fastest way to adopt the act as soon as possible. The ministry argued that such a step is needed, among others Due to the upcoming date of subsequent training of F-35 aircraft pilots in the USA; Future pilots will go to them at the beginning of August – the entry into force of the new regulations will allow them to take them with them for a long stay in the USA closest family members.
The main goal of the current amendment is to improve the recruitment process to the army and improve the personal resource management processes of the armed forces, in the scope of personnel, financial and disciplinary activities.
The regulations were introduced, among others regulation, according to which “recruitment proceedings against the person applying for appointment to military service, takes place without undue delay.” Earlier, the Act mentioned two days at the end of the recruitment procedure.
Planned changes also apply to, among others rules for assessing the psychological abilities of people applying for admission to service.
The rules related to sending soldiers to additional teachings were also clarified. The amendment specifies the rules regarding the granting of professional soldiers an allowance for long -term military service, a service supplement for service in a military unit and a motivational allowance.
The amendment also includes provisions regarding business travel soldiers to participate in exercises and trainings. There is also an introduction of provisions regarding the return of the cost of reaching soldiers called for training for training grounds.
The second area of changes includes issues related to the financing of purchases of military equipment – including With the help of the Armed Forces Support Fund, from which a large part of key equipment contracts is financed. It comes, among others to enable the Polish side to open a bank account at the Central Bank of the State carrying out orders for armament or military equipment; Revenues from keeping this account are to constitute the fund's revenues.
The regulations also include regulations regarding, among others The issue of managing personal data at the Ministry of National Defense, as well as, for example, modify the requirements that soldiers must meet to be appointed to the rank of corporal and lieutenant.
The amendment also referred to the issue of financing care for the horses serving in the army and service dogs in “retirement”.
The Act on the defense of the homeland was adopted in April 2022 and replaced many previously applicable acts regarding the functioning of the Polish Armed Forces and the entire state defense system; Currently, it is a basic legal act regulating this area.
