Up to 51 times. The political deadlock in Kosovo continues


The choice of marshal is necessary to constitution of a 120-member parliament and subsequent voting on the government. Until his appointment, Albin Kurti performs the function of the temporary prime minister. His party self -determination, which had a majority in Kuvendi in the previous term, did not win enough seats in February to vote for his candidate for the marshal.

Candidate without support
The candidacy of Albulena Haxhiu, the former Minister of Justice in the government of Kurti, has already rejected the remaining groups several times, which appealed to the temporary prime minister to change the candidate. Kurti, however, consistently refuses.
According to the law, Kosovo, the inaugural parliamentary session must be convened every 48 hours until the chairman's election. There is no legal time limit that determines how long it can last.
Trying to break the impasse, the Kosovo Constitutional Tribunal ruled on June 26 that the parties have 30 days to conclude an agreement. However, the Tribunal did not specify the consequences of failing to meet this period.
At the beginning of July, the president of Kosovo Vjosa Osmani met with representatives of political parties to find a solution to the selection of the marshal. After consulting, she emphasized that the constitution of the assembly within 30 days – in accordance with the decision of the Constitutional Tribunal – “it is not a matter of good will but a constitutional duty.”
