He believes that secondary sanctions against the Russian Federation are exactly what Ukraine really needs.
The journalist asked Marchenko about countries that should be punished for involvement in Russia bypassing international sanctions, mentioning India. However, the Minister of Finance of Ukraine did not call specific countries. Marchenko said in general that we are talking about countries that purchase oil, gas, equipment from the Russian Federation, and also supply it with technologies.

Despite the sanctions introduced against the Russian Federation after the invasion of Ukraine, according to the Center for Studies in the field of energy and pure air (CREA), by May 29, 2025, Russia received income from fuel exports in the amount of more than € 883 billion, including € 228 billion from countries that imposed sanctions. The largest share of this amount, € 209 billion, fell on EU members.
After the first sanctions against the Russian Federation, as noted by Reuters, Russian oil industry workers had difficulties with the search for tankers for transportation. But Russia, as the Western media wrote, found ways to circumvent sanctions. In particular, she translated her oil tankers registered in Liberia and in the Marshall Islands, under the flag of Gabon (before that, the USA, the EU and the UK warned Liberia and the Marshalls of the Island about liability for violation of the sanctions regime), as well as secretly overloaded oil from suction tankers to other vessels.
As of December 12, 2024, Ukrainian intelligence identified 238 ships of the “shadow fleet” of the Russian Federation, which the invaders use to circumvent price restrictions.
Sanctions against vessels transporting Russian oil were introduced by the European Union, Great Britain, and the United States.
On February 5, 2025, sanctions against captains of the “shadow fleet” of the Russian Federation were introduced for 10 years Ukraine.
