Officials justify the proposal by the fact that the moratorium on the growth of the cost of housing and communal services during martial law does not concern centralized water supply and drainage.
According to the text of the document, the authors of the project propose to apply tariffs to the consumer (population) as of February 24, 2022 (in accordance with the Decree of April 29, 2022 No. 502).
At the same time, in an explanatory note to the decree of the KM, the moment of its application is called “improving the quality of services and their uninterrupted receipt”, and negatively, “changing their value” is called the moment of its application.
