Clarification on New Rules for Military Service Centers and Police

Recent discussions on Telegram channels regarding alleged “new rules” for the operations of Military Service Centers (TCK) and police have sparked confusion. However, these claims are misleading; they refer to an internal directive that outlines regulations that have long been established but are frequently disregarded in practice.
According to Article 263 of the Code of Ukraine on Administrative Offenses (KUPAP), the maximum duration for administrative detention for violations related to military registration or mobilization laws (Articles 210 and 210-1 of KUPAP) is three hours from the moment of actual restriction of movement.
Only the police have the authority to detain and transport individuals. By law, TCK and military enlistment officers do not have the power to enforce detentions or transport citizens; this responsibility lies solely with the National Police. Furthermore, transportation must be conducted using official police vehicles.
Officials are required to clarify the reasons for detention, prepare an administrative detention report, and ensure continuous body camera recording during the process. The primary issue is not the absence of rules but rather their consistent neglect in practice.
