Trump Sends Envoy to Norway for Ukraine Peace Talks, Plans Moscow Visit

Steve Witkoff, the special envoy of U.S. President Donald Trump, is set to visit Norway this week for the next round of negotiations aimed at ending the war in Ukraine, according to three sources familiar with the situation.
Sources indicated that Ukrainian President Volodymyr Zelenski is expected to participate in the meetings.
Another source noted that Trump’s son-in-law, Jared Kushner, who was supposed to join the discussions, is unwell and will participate online.
The Oslo talks are anticipated to include Zelenski, Norwegian Prime Minister Jonas Gahr Støre, representatives from the E4 group—comprised of the United Kingdom, France, Germany, and Poland—along with the European Union and NATO.

Witkoff is also scheduled to travel to Russia to meet with President Vladimir Putin, as confirmed by two sources familiar with the matter.
Discussions with the Russian side will focus on various topics related to Ukraine and the release of American citizen Stephen Hubbard, who has been imprisoned in Russia since 2022.
However, Reuters sources have cautioned that the schedule is provisional and subject to change.
On Monday morning, Zelenski mentioned that Ukrainian and American negotiators might convene in Norway in the coming days.
Zelenski: “A Political Decision Has Been Made”
The meetings come amid escalating tensions between Washington and Kyiv. Ukraine claims that the U.S. administration has directed a slowdown in the capabilities of its military-grade satellite system, “Starshield,” owned by SpaceX, and that the U.S. has limited information sharing while delaying the delivery of Patriot air defense missiles that other countries have financed.
“All these factors suggest that a political decision has been made to slow down the aid provided to us,” Zelenski stated in a video posted on Telegram on Monday. U.S. officials have denied Ukraine’s allegations.
One individual familiar with the matter revealed that U.S. Secretary of Defense Pete Hegseth has not yet authorized the delivery of the latest American arms package funded by NATO allies under a program known as PURL. This source could not confirm whether the package includes Patriot missiles.
Trump criticized Zelenski for refusing to engage in peace negotiations with Russia, stating in a sharp critique on Monday that it may be time for the Ukrainian leader to “find someone else to negotiate.” Zelenski has consistently expressed his readiness for negotiations.
Ukraine uses the Starshield system for battlefield communications and drone operations. The U.S. Department of Defense holds the contract for Starshield with SpaceX but allows Ukraine to utilize the system.
Ukrainian officials have asserted that the limitation of Starshield’s capabilities has led to civilian casualties, as the military was unable to intercept Russian attacks.
