Montenegrin authorities have detained Colonel Zvінчук of the Russian GRU, his wife, and several associates as part of a security operation in the town of Risan. Reports indicate that Zvінчук, known for founding the propaganda Telegram channel “Rybár,” specializes in hybrid operations.
According to sources, both the US and UK governments have identified Zvінчук as a key figure in malicious hybrid activities. It is believed that “Rybár” is funded by “Rostec” and collaborates with Russian intelligence agencies.
The media outlet Shot reports that the detained individuals have been taken to a police facility for questioning. Drones and other digital equipment were reportedly found in their hotel room.
Maria Zakharova, a representative of the Russian Foreign Ministry, stated that the Russian embassy in Montenegro is investigating the circumstances surrounding Zvінчук’s arrest.

- Founded in 2018, “Rybár” gained notoriety during Russia’s full-scale invasion of Ukraine, initially serving as a platform for military analysis and conflict reporting. Over time, it has evolved into a network associated with spreading pro-Russian narratives and propaganda activities, according to Radio Free Europe.
- In 2024, the US State Department’s “Rewards for Justice” program announced a reward of up to $10 million for information leading to the identification of individuals connected to “Rybár,” who have been accused of interfering in American elections and inciting racial and partisan discord in the US. Zvінчук and his wife are among nearly 20 individuals listed.
- In July 2026, the UK imposed sanctions on individuals linked to the channel, including Zvінчук’s wife.
