CIA Director Likely to Head U.S.-Russia Negotiations on Ukraine

CIA Director John Ratcliffe may take lead role in negotiations over Ukraine

The White House is hopeful that CIA Director John Ratcliffe will play a key role in revitalizing diplomatic efforts to end the ongoing war between Ukraine and Russia.

According to sources speaking to the Financial Times, Ratcliffe is expected to take on a more active role in what is referred to as shuttle diplomacy between the two nations, while also maintaining contact with intelligence officials from both sides.

As of now, President Trump has not made a definitive decision regarding Ratcliffe’s appointment. Other sources suggest that Special Envoy for Peacekeeping Missions, Robert Witkoff, is likely to retain his position and may continue to be involved in negotiations alongside Ratcliffe. Currently, both Ratcliffe and Witkoff are reportedly in a disagreement over who will lead the discussions.

Former advisor Jared Kushner has indicated to friends that he plans to step back from the Ukraine issue to focus on diplomatic efforts related to the conflict in Gaza and tensions between the U.S. and Iran.

Context

  • Ratcliffe made a secret, unannounced visit to Moscow on August 25, reportedly staying for only a few hours.
  • The Kremlin described his visit as a “contact between intelligence agencies,” while President Trump characterized the trip as “semi-routine.” However, experts agree that the visit was significant, as the CIA Director does not need to travel to Russia to exchange intelligence regularly.
  • During Ratcliffe’s visit, President Putin signed three secret decrees that have not been disclosed on Russia’s legal information portal, with their content currently unknown.
