During his first publicly known visit to Moscow, CIA Director John Ratcliffe issued a warning to Russia, urging it to avoid any military actions against the Baltic states—Estonia, Latvia, and Lithuania. This visit came on the heels of U.S. intelligence reports indicating that Russian President Vladimir Putin might contemplate testing NATO’s resolve with a limited attack on an ally within the next few years.

According to reports from Politico, Ratcliffe emphasized the necessity for Russia to refrain from strikes against these countries and called for a reduction in military and economic support for Iran. The context of this meeting highlights growing concerns among European leaders about potential Russian aggression, with German Defense Minister Boris Pistorius suggesting that an attack on NATO could occur as soon as 2029.

Furthermore, recent statements from The Wall Street Journal cite U.S. intelligence suggesting that Putin is contemplating a limited strike on a NATO member before the conclusion of the war in Ukraine, possibly as early as this fall.

Despite past conflicts with the U.S. intelligence community over Russia-related issues, President Donald Trump’s views on Putin have become more critical recently, particularly in light of unsuccessful efforts to end the war in Ukraine. Ratcliffe is generally regarded as a proponent of a hardline stance against Russia.
