Russia Establishes Secret Biological Laboratory in Water Reservoir

A covert facility known as the “Center for Experimental Physiology” has been discovered on Lisiy Island in the Vysnyovolochok water reservoir in Russia. Reports indicate that since 2023, the waters surrounding the island have been closed to fishing, swimming, and boating, marking it as a “particularly protected regional area.” This reservoir supplies freshwater to several communities, including the city of Vysnyy Volochek, and feeds into the Tveritsa River, which flows into the Volga.

Ukrainian intelligence (HUR) warns of potential catastrophic consequences if hazardous pathogens or chemicals from the laboratory contaminate the reservoir, which could lead to epidemics affecting not only the local population but also the broader region. The project was reportedly ordered by the illegitimate Russian president, Vladimir Putin, and is intended to bolster Russia’s defense capabilities and security. Officially, it belongs to the federal medical and biological agency and is classified as a closed facility under strict security.

According to reports, the complex is protected from aerial threats by surface-to-air missile systems, and the responsibility for its security has been assigned to Defense Minister Andrei Belousov. Soldiers tasked with guarding the site have expressed concerns in private conversations about the risk of contracting an unknown “disease.”

HUR also recalled a spring 2026 outbreak of foot-and-mouth disease in Russia, which the government attempted to conceal from the public. The agency speculated that such incidents may result from failed Russian experiments involving viruses, bacteria, and other pathogens.

Previously, HUR reported that Russians had created conditions for the spread of anthrax in temporarily occupied territories of Ukraine.
