France and Germany are taking the lead in establishing a common European position on peace negotiations concerning Ukraine, as confirmed by sources in conversations with media. In contrast, the United Kingdom is reportedly approaching the situation with caution, particularly due to concerns about straining relations with Donald Trump.
European diplomats emphasize that finding a resolution to the war and managing relations with Russia are crucial for the continent’s security. They aim to ensure that Washington and Moscow do not reach any agreements without the involvement of European allies. However, indications suggest that the Russian President Vladimir Putin is not prepared for serious negotiations. European officials remain hopeful that the dialogue will resume and that the U.S. will continue to play a central mediating role with Russia.
Western diplomats and analysts warn that Russia’s ongoing war in Ukraine could become even more destructive. As winter approaches, there are fears that Putin may intensify attacks on Ukraine’s energy and civilian infrastructure, and Ukraine currently lacks sufficient air defense capabilities to protect against Russian ballistic threats. Concerns have been raised about the potential for mobilization in Russia following the State Duma elections in September, with some analysts fearing that a cornered Putin may escalate the conflict, testing NATO’s solidarity beyond hybrid attacks in Europe.
Recently, the Russian Defense Ministry threatened Ukrainians with a “freeze” this winter, which received a response from the Ukrainian Defense Ministry and armed forces.
Putin seeks complete control over Donbas, and if this is not achieved by autumn 2027, the likelihood of negotiations will increase, necessitating key decisions to be made in advance, the publication noted.
France, Germany, and the UK, known as the E3 format, continue to be at the core of the coalition supporting Ukraine. They are also working on security guarantees for Kyiv in the event of a peace agreement. European officials stress the importance of including Poland, Italy, and Northern European countries in the consultations, while the European Union should be informed and eventually integrated into the process.
Meanwhile, some nations, particularly the Baltic states and Hungary, express doubts about France and Germany’s ability to fully represent their interests. The UK Foreign Office stated that the current discussions remain speculative. An EU representative emphasized that various diplomatic initiatives should be considered as complementary rather than competing, according to reports from the NYT.
