PNL to Appeal Bucharest Tribunal’s Decision on Congress

The National Liberal Party (PNL) declared on Wednesday its intent to challenge a ruling issued by the Bucharest Tribunal, which suspended decisions made at the PNL’s Extraordinary National Council concerning the Congress. This included the organization and execution of the Congress where Ilie Bolojan was reaffirmed as president with a new leadership team. PNL emphasizes that the tribunal’s decision will not impact the resolutions passed during the Congress, and the elected leadership continues to carry out its responsibilities.
In an official statement, PNL remarked, “This judicial ruling does not directly influence the National Liberal Party or its current realities, as it only suspends specific resolutions. The leadership elected during the Extraordinary Congress on June 21, 2026, is fully exercising its duties, and the decisions made at the Congress and by the newly established governing bodies, chosen per PNL’s Statute, remain valid and must be respected by all party members. The suspension only has future implications, as the Congress has already occurred.”
Furthermore, PNL stated, “The judicial ruling issued today cannot affect the decisions adopted at the Congress.” They noted that political disputes within the party have shifted to the courts, highlighting a significant development where, just two days after the Extraordinary Congress, the Bucharest Tribunal established six specialized panels to adjudicate cases involving political parties. Only six judges, selected directly by the tribunal’s president from a pool of over 100, are authorized to hear such cases, which PNL claims is an unprecedented decision that bypasses legal norms requiring approval from the Superior Council of Magistracy (CSM).
PNL Announces Legal Action Against the Tribunal’s Ruling
PNL announced it will pursue all available legal avenues to contest the Tribunal’s ruling, specifically the College of Leadership Decision No. 18 dated June 23, 2026. The party also accused that the case file was reassigned to a former associate of Alina Gorghiu.
“The same challengers filed multiple requests in court. One of these, regarding the resolutions of the Extraordinary Congress from June 21, 2026, has a court date set for July 8, 2026, with the case assigned to Judge M.L., a collaborator of Ms. Gorghiu, who is the claimant in this case. During Ms. Gorghiu’s tenure as Minister of Justice, she sought to assign Judge M.L. to the ministry, and under CSM Decision No. 2156 dated September 14, 2023, Judge M.L. was assigned to work at the Ministry of Justice throughout Ms. Gorghiu’s term. Thus, PNL will request her recusal,” party representatives stated.
PNL reaffirmed that “a political party is governed by the decisions of the majority members and those made by its statutory bodies, with the minority adhering to the majority, a principle clearly accepted by every member of any party.”
The party further announced its intention to file with the court, in accordance with the law, the list of the newly elected leadership from the Extraordinary Congress on June 21, 2026, as well as the amendments made to the PNL Statute.
“The Party will follow all legal steps required, with respect for the law and state institutions. We are currently in an ongoing process with various phases and deadlines. Our lawyers will utilize all legal remedies available regarding those court decisions we consider unfounded, while reiterating our commitment to democratic values and principles, including the principle of separation of powers within the state,” the party concluded.
