Ukraine Advances Historic Memorial Project with New Pantheon

Ukraine has made a historic decision by advancing the development of a new pantheon, which is expected to become a significant memorial site in the heart of Kyiv. This initiative not only symbolizes the country’s thousand-year journey of statehood through key historical figures but also legally finalizes the first comprehensive spatial-memorial and military concept for independent Ukraine, envisioned to last over a millennium.

The concept incorporates three symbolic levels: community military burial sectors, a National Military Memorial Cemetery near Kyiv, and the central pantheon. This vision has been steadily implemented over the past decade by various governments and presidents.

Key elements of this initiative were initially outlined in the 2015 Cabinet of Ministers’ order on commemorating Ukraine’s defenders up to 2020, and its execution has been systematically supported and advocated by the Ukrainian Institute of National Memory. Notably, the efforts of Pavlo Podobied, who has been a guardian of this concept for at least seven years and is currently serving in Ukraine’s defense forces, are particularly commendable.

  • The first level (military burial sectors) has been practically implemented in communities, largely due to systematic recommendations from the Ukrainian Institute of National Memory under the leadership of Volodymyr Viatrovych.
  • The second level (National Military Memorial Cemetery) was legislatively developed and realized during my tenure at the Institute, with the opening of its first phase in collaboration with the Ministry of Veterans.
  • The third level (pantheon) has now been legally confirmed by parliament at the initiative of President Volodymyr Zelensky, supported by Alexander Alfyorov.

This development highlights the continuity and persistence of efforts within Ukraine, demonstrating that despite political differences and challenges, the Ukrainian society and its institutions can undertake complex projects that extend beyond single electoral cycles. Today, we see that a responsible approach to institutional memory and intricate concepts can yield tangible results.

Once again, Ukraine shows its capacity to dream and act, to create ideas and realities with a vision that spans centuries.

The most challenging task ahead is to honorably realize this critically important project.
