— The difficult situation of the eastern regions was also noted — he said in an interview with RMF FM.

At the same time, he noted that Poland still supports a more ambitious budget.
— A larger budget is better than a smaller one, and the proposals of miserly countries are not compatible with the EU's political ambitions – he added.
The project assumes a reduction in EU spending by approximately 2%, or EUR 32.8 billion, compared to the original plans of the European Commission.
One of the most important elements of the proposal is the creation of a special financial mechanism for countries benefiting from cohesion policy. A one-time additional injection of funds was planned to support countries with a lower level of economic development.
Simultaneously Cohesion policy funds are to be retained without additional reductions. The project also includes new priorities related to security, defense and the protection of the European Union's external borders.
Additional money also for Poland
Cypriot Minister for European Affairs Marilena Raouna explained that the emergency fund is intended to respond to the needs of countries whose gross national income remains below 90%. EU average.

Poland also belongs to this group. Countries meeting this criterion could receive additional funds to finance costly investments resulting from EU regulations, especially in the areas of climate and transport transformation.
According to representatives of the Cypriot Presidency, the mechanism is intended to partially compensate for the situation in which Member States were obliged to implement new requirements without providing adequate financing.
As RMF FM found out, The Polish administration is currently analyzing the potential amount of support. According to the project, no single country could receive more than EUR 1.5 billion, and the funds would be divided among 15 countries eligible for the program.
Warsaw estimates that the most important areas beneficial to Poland have been secured. — Our key interests are protected. The cuts are in areas that do not directly affect Poland, summed up Ignacy Niemczycki.
However, this does not mean the end of the negotiations. Poland will continue to strive to maintain the highest possible level of financing for cohesion policy and other programs supporting regional development.
Opposition from frugal countries
Cyprus' proposal has already met with criticism from countries known as “frugal”, i.e. the largest net contributors to the EU budget.
Sweden considered the proposed spending cuts insufficient. The Dutch Minister of Finance was also critical of the project.
— It is unprofitable, unsustainable and aimed at the wrong goal. The total remains far too high at a time when fiscal space in Europe is limited and difficult decisions are inevitable – he assessed.
A similar position is also taken by Germany, Denmark and Austria, which have been in favor of a more restrictive approach to Community spending from the beginning of the negotiations.
