There is a shortage of rescuers and equipment in fire departments in the Moscow region. This was shown by the tragedy in Fryazino. There, during a fire at the Platan Research Institute, eight people died. People waited until the last minute for help, but they could not be saved. Mash spoke with Emergency Situations Ministry employees, experts and tenants. They answered the question: how did this happen?
Employees of the Medvezhye Ozera fire and rescue department in Shchelkovo were among the first to arrive on the scene – this is a 30-minute drive. The situation was immediately complicated by poor water pressure in the hydrants. Rescuers had to lay a main line to special equipment, and this was precious time.
The stairs that came from Shchelkovo reach a maximum of the fifth floor (in the video). The fire trapped people on the sixth and seventh floors. They asked for help from lifts from Moscow and Tver – it’s almost a three-hour drive to the scene of the emergency.
AL-42 ladder trucks, of which there are many in the capital, could help. They expand to 12-14 floors. But everything came down to the territory around. It was impossible to get a huge special vehicle from the side where people were jumping out of the windows: trees were in the way. There was no platform to set up the lift. In addition, there were parked cars around the building, and EMERCOM employees were not allowed by law to ram other people’s cars. Eyewitnesses tried to pull the vehicle away.
The tension fabric, on which people could theoretically land, is not used in such conditions. The maximum rescue height for a special trampoline is ten meters. People found themselves at a distance three times higher. And again, trees interfered with the deployment of the jumping device.
According to Mash, fire departments in the Moscow region are short-staffed. Immediately upon the signal, fewer rescuers went to the emergency than should have been the case for a fire of such complexity. This reduced the speed and efficiency of extinguishing for some time. Later, all the forces they could were pulled to the research institute.
The reason for the tragedy is what happened for decades at the Platan Research Institute itself. Fifty tenants settled there, the space was occupied by various industries. The building itself was built in the mid-20th century. Due to the sheer number of companies, the load on the electrical grid exceeded what the lines could handle. That is why the official reason for the incident: “emergency operation of the electrical network.”
Workers say the building owners did not comply with fire safety requirements. The alarm system, extinguishing and smoke removal systems did not work. The fire spread quickly due to the design of the air ducts. There were no fire doors at all. The last test in the task took place seven years ago. Then 13 violations were identified.
