The strategy, the first announced during President Donald Trump's second term, highlights different priorities from those of his predecessors. Among the three main threat areas, he lists “radical left-wing extremists” alongside “narco-terrorists” and “Islamist terrorists.”
This is a marked change from the Biden administration's policy, which focused on threats from right-wing extremists. Former President Joe Biden in 2023 described white supremacy as the “most serious terrorist threat” facing the country.

“We see the threat, we respond to it and we will crush it, whether it's drug cartels, jihadists, radical left extremists like Antifa, transgender killers, non-binary people, left radicals who murdered my friend Charlie Kirk,” Sebastian Gorka, director of counterterrorism, said on a call with reporters on Wednesday. “We will fight them directly,” he added.
Gorka stressed that the counter-terrorism team is focusing on all online groups inciting violence against innocent people, regardless of their political views.
– It is also about ideology – whether it is aimed at Western civilization, America, the US Constitution, our friends, allies or peace in general – he emphasized.
— Our domestic counterterrorism efforts will prioritize rapidly identifying and neutralizing radical, secular political groups whose ideology is anti-American, extremely pro-gender or anarchist, such as Antifa. We will use all means available to us under the constitution to identify their members, connections and contacts with international organizations, Gorka said, describing the ways in which the administration will fight left-wing extremist groups.
