Registrar “ROSTtech” explained to Krasnoyarsk homeowners associations and management companies the rules for organizing a subbotnik

Regional operator ROSTtech spoke about the rules for holding a cleanup day.

In the spring, after the last community cleanup, regoperator crews often notice black bags of garbage on container sites. At the same time, regional operators are not obliged to remove this waste, and their placement on container sites is regarded as littering. Those responsible for landscaping must take care in advance of how waste will be removed.

“In Krasnoyarsk, there are rules for landscaping, according to which persons responsible for landscaping are obliged to ensure the removal of waste collected during spring and autumn citywide cleanup days within seven days from the date of completion of the specified work. Responsible persons can be management companies, homeowners’ associations, as well as local governments,” explains ROSTtech.

How to properly organize a cleanup day:

• Send a request to the district administration for approval of the location you have chosen.
• After agreeing on the territory, the administration undertakes to eliminate the collected waste, i.e., turns to the regional operator.
• Hold a cleanup day.

The result of non-compliance with the rules of the organization may be the same unauthorized landfill, but more centralized – in bags, the landfill operator clarifies.

Separately, ROSTtech reminds about plant residues: On September 1, 2025, the Rules for the Management of Solid Municipal Waste, approved by Decree of the Government of the Russian Federation No. 293 of 03/07/2025, came into force, according to which it is prohibited to place waste generated during the care of tree and shrub plantings on the container site.
