The government announces a measure to simplify the procedures for renewing identity cards, following complaints received from citizens through the “Paperless” platform.

The birth certificate will no longer be required when renewing electronic identity cards, Deputy Prime Minister Oana Gheorghiu announced in an interview granted to Digi24, stating that the decision was taken after several notifications from citizens through the “Paperless” governmental platform.

She explained that the measure has already been sent to the structures involved in issuing identity documents, following discussions with the Ministry of Internal Affairs and the work points where requests for new electronic identity cards are processed.

“It was discussed with the Ministry of Internal Affairs, it was communicated to all the points where electronic identity cards are issued and this document is no longer required. We are in the process of solving many problems. We had more than 4,000 notifications on different topics”. explained Oana Gheorghiu.

The decision comes after many citizens complained, on the “Paperless” platform, that they are repeatedly asked for documents that were already submitted and registered when the identity documents were first issued, although the respective data does not change over time, as is the case with the birth certificate.

According to the information published on the platform, there is however an exception: people who acquired Romanian citizenship before March 31, 2025 and did not previously have an identity card issued in Romania must present their birth certificate at the first request.

The Deputy Prime Minister emphasized that the project is part of a broad effort to reduce bureaucracy and digitize public administration, but specified that full implementation depends on procedural changes and collaboration between institutions.

“I think that this initiative, “Paperless”, was an extremely good one, for dialogue with citizens and for putting before the authorities the real needs that people face. And it helped us to push some things forward. It does not mean that everything will be solved overnight, because for some it is necessary to digitize, to change some procedures, but we are in dialogue with many, with many institutions, with which we are trying to solve the problems”. Oana Gheorghiu also declared.
