Half a million euros for the rehabilitation of a 1 km fence. How does Sector 4 justify that the work has become substantially more expensive in just one year

The City Hall of Sector 4 wants to give up to 2.5 million lei, approximately 490 thousand euros, to rehabilitate the fence between Calea Văcărești and Văcărești Natural Park, which is approximately 1 km long. Compared to last year, when he first proposed the project, the price increased by 1 million lei. The reason? The designer changed the solution.

The fence was put up in 2017, also by the City Hall of Sector 4, then painted, and the work cost 1.25 million lei.

The District 4 Local Council will decide in next week's meeting whether to approve the price increase or not.

“The proposed project seeks to rehabilitate the fence surrounding the public domain – the Văcărești area, a fence with multiple roles, separating the pedestrian route and delimiting urban areas.

Taking into account the modification of the technical solution in the proposed project, in the sense that in order to identify a technical solution that would ensure a longer life of the construction and lower maintenance costs, it was proposed to make the frames for the fence from stainless steel pipe and mesh mechanically attached to the eye of the frame, the specialized designer submitted the updated general estimate which I submit for approval to the Local Council of Sector 4″, the approval report signed by the mayor Daniel Băluță states.

Instead of the existing facilities, “a model with minimal visual impact is proposed, which fits into the urban space and the natural surroundings of the area”.

“The new layout will show resistance over time, it is made of quality materials, resistant to weather conditions and will not involve additional costs related to repairs or maintenance,” the draft decision also states.

Opposition from the City Council: “There is no real justification for such an investment”

USR councilors say they will vote against it because the project is a “string of pearls”.

“The fence on Văcărești is still in good condition and there is no real justification for such an investment at the moment. Moreover, the proposed cost for the rehabilitation has increased from 300,000 to 500,000 euros, an unjustified increase for a work that does not represent any urgency. For this reason, USR will vote against this project,” Paul Ene, USR local councilor, told HotNews.ro.

However, USR is in opposition, with mayor Daniel Băluță having a stable majority in the City Council (PSD-PNL).
The current fence, placed on the edge of the Văcărești Natural Park, in the area of ​​Căia Văcărești, was also put up by the City Hall of Sector 4, in 2017. Then, the institution paid 1.25 million lei for it, being decorated with 200 caricatures made by the artist Viorel Baciu, digi24.ro wrote at the time.
