Radosław Sikorski is happy about the loan to Ukraine. He mentioned Putin

The decision, which was made on Wednesday, ends the long-term deadlock caused by Hungary's veto. Budapest made its consent conditional on the repair of the damaged Druzhba pipeline.

The final agreement provides for granting to Ukraine loans in the amount of EUR 90 billion and the introduction of further restrictions affecting the Russian war machine.
“Victory of pro-European forces” in Hungary
Deputy Prime Minister Radosław Sikorski, commenting on the matter in Rome, linked the negotiation success with the results of the recent parliamentary elections in Hungary, in which Peter Magyar's TISZA party defeated Viktor Orban's group.
“I'm happy about that. This is the first massive, important decision as a result of the victory of pro-European forces in Hungary” – said the head of Polish diplomacy.
Sikorski harshly assessed Budapest's current political line, calling Orban's campaign “absurd scaring Hungarians with an alleged Ukrainian invasion.” He also noted that the new leader of Hungarian politics, Peter Magyar, presents a completely different approach, recognizing Ukraine's right to defend itself.

The financial assistance mechanism is unprecedented. The European Commission will borrow on the capital markets on behalf of the entire Community, using the EU budget as collateral. Importantly, Ukraine will be released from the obligation to repay the debt until Russia pays it due war reparations.
The costs of debt servicing will be borne by member states, although the Czech Republic, Slovakia and Hungary are excluded from this obligation. According to Sikorski, this financial stabilization is crucial for Vladimir Putin to understand that he cannot afford to continue aggression.
“This means that Putin must calculate whether he can afford to wage this senseless, bloody, expensive war for another two years.“- emphasized the Deputy Prime Minister.
