Because for now only 5 of the 11 members have a mandate. In addition, a new president has not yet been appointed, after the departure of Csaba Astalos, who became a judge at the Constitutional Court of Romania from July 2025.

Cătălin Raiu, the vice-president of the CNCD, explained to GSP.ro that “as of June 30, 2025, the mandates of 6 of the 11 members of the College within the CNCD, i.e. those who judge all cases, had expired.

The law allowed them to be extended by another 6 months, but on December 30, 2025, they ended. But no others have been appointed since then. That's why now there are only 5 of us and we had to change the procedure for judging the files that reach us.

So decisions can be made with a 3-2 vote, not 7-4 as it was before. But, in this reduced composition, we can only judge simpler cases. Because we are waiting for the completion of the College up to the number of 11 members”.

The appointment of the members of the College of the Council for Combating Discrimination is done by the Parliament, but so far, although almost 4 months have passed since the expiration of some mandates, this aspect has not yet been resolved.

A complaint has already been sent against FRF

Referring to what happened on “Ion Oblemenco” at the match on Sunday evening, between Craiova University and Rapid, the CNCD “vice” confirmed that “we have already received a complaint from a private person, who reported what happened at the stadium and accused the FRF of passivity in taking measures to stop the increasingly frequent racist incidents in Romanian football.

A case will be opened in this case and we will call the two parties, the petitioner and the complaining party for hearings. It is the first part of a process that will last around a month and a half, after which a draft file is made that will be discussed by the members of the College.

The big problem is that, in recent years, around 3,000 such complaints have accumulated, which have not been resolved. And the cases go to trial in the order in which they arrived at us”.

As a result, outnumbered, but also overwhelmed by the number of files, the National Council for Combating Discrimination is unable to solve situations like the one in Craiova any time soon.

I know that Mr. Astalos publicly discusses such situations, condemns any form of racism in stadiums or sports arenas. But he was doing it before any complaints appeared. Now, because we have already been seised, I can no longer discuss what happened in Craiova because it would mean prejudging myself
