A member of the Executive Committee dismisses Burleanu's “achievement”: “It doesn't exist, believe me!”

Emilian Hulubei, president of the Association of Amateur and Non-Amateur Footballers from Romania (AFAN) and member of the Executive Committee of the Romanian Football Federation, is outraged by the illusory way in which the FRF announces that it is developing the phenomenon.
Hulubei – player in the 90s-2000s at Chindia, Drobeta, Bistrita, Vâlcea, Poli Timișoara, International Pitesti, Inter Gaz – believes that the reforms of the Răzvan Burleanu team sound good in theory.
As for the reality on the ground, the president of AFAN sounds the alarm, even after the most recent CExon Thursday, which mandated the president of the FRF to negotiate with Hagi, but during which other topics were also debated, among them – the junior sector development program introduced in the 2nd League.

Hulubei dismantles, with examples, a white ball with which the FRF repeatedly boasts, the tightening of requirements from children and juniors.
“What Răzvan Burleanu has done so far, in theory, looks very good. New competitions for children and juniors, clear criteria for the classification of academies, but these are only on paper! If something like this were implemented in the field according to theory, it would lead to a much better development for both children and juniors, as well as for seniors. But everything that is on paper does not exist in practice, unfortunately!
For example, let me explain what most of the teams that submit the documents for the academy classification do. Let's say that they specify in the file that they develop on a certain leased land. They only have it on paper to tick that classification. Never play it!“, said Emilian Hulubei, at GSP Live.
He continues with the so-called specialists employed only on the club sheet: “I can tell you for sure, there are many coaches who give their license for the respective classification, so that the club should theoretically have a physical trainer or psychologist. Those people don't stop by, believe me! This is the reality on the ground. Here you should be careful how you implement the theory, not just have it on paper and brag about it”.

FRF just announced “changes to certification and participation regulations” in League 2 and League 3
Just on Thursday, the Romanian Football Federation approved, during the meeting of the Executive Committee of which Hulubei was also a part, “changes to the certification regulations” for the 2nd League, respectively an evaluation of the minimum conditions regarding participation in the 3rd League play-off.
In the 2nd League, paragraph 5 of article 14, “Program for the development of the junior sector”, was added, regarding the classification of football academies in Romania:
- “a) Starting with the certification process for the 2027-2028 season, the score of the annual assessment of the children's and junior academies of the clubs that participate in the League 2 national championship must be at least 50 points. This results from the final decision of the Romanian Football Academies Classification commissions;

b) In the situation where the score obtained is between 40 and 50 points (40

c) If the score obtained by the clubs participating in the League 2 national championship is less than 40 points, then the certificate of participation in the League 2 national championship will be refused;

d) For clarification, at the certification process for the 2027-2028 season, the definitive decision of the Commissions for the Classification of Football Academies in Romania issued in the classification process for the 2027-2028 season will be presented.
League 1 clubs need to meet a scale of 75 points.
An addition to the “minimum conditions assessment regulation” regarding participation in the 3rd League play-off.
“Also, paragraph 3 of article 15, “Junior teams”, is amended as follows: 3) Within any junior team there must be at least 18 registered players, except for teams under 13 years of age which must have a minimum number of 10 registered players. Starting with the assessment of the 2026-2027 season, one of the 5 junior teams must have at least two juniors (co-ed soccer). The export with Football Connect visas from the 2026-2027 season will be presented. At the same time, a match report from the 2026-2027 season will be presented to prove the participation of the juniors”, announced frf.ro.
FRF classification: Farul, the best academy. Csikszereda and Viitorul Cluj, in the Top 3
The Romanian Football Federation published in the summer the classification of Romanian academies – 124 clubs participating in FRF junior competitions.
Farul was the leader, followed by Csikszereda, so that the podium was completed by Viitorul Cluj Football Academy. FCSB ranked 10th, below Rapid and Steaua. Dinamo from the Superliga was in 27th place, while CS Dinamo, the team of the Ministry of the Interior, occupied the 19th position.
