The new act supports Silesian companies. Industrial Development Agency with loans

The Ministry of State Assets reported that 440 MPs supported the new regulations; no objections were recorded.

The Ministry of State Assets emphasized that the adoption of new regulations was the result of cooperation between parliamentarians from Silesia, who prepared the project, and the Ministry of Energy, which actively participated in the development and implementation of the legislative process. The changes introduced are intended to improve the financial condition of the most important enterprises that are currently undergoing restructuring.
— The entry into force of this Act will make it possible to provide real financial support to companies important for state security that are undergoing reorganization, including, among others: Jastrzębska Spółka Węglowa. In the face of geopolitical tensions and instability in energy markets, this solution is of particular importance – emphasized Deputy Minister of State Assets, Grzegorz Wrona, quoted in the press release of the Ministry of State Assets. The deputy head of the ministry expressed gratitude to both the authors of the project and the MPs who supported the act, as well as the Ministry of Energy and Minister Miłosz Motyka for their involvement in the work on the new regulations.
The deputy minister also noted that social organizations and trade unions made a significant contribution to the creation of the act, which – as he pointed out – were the inspiration for the proposed solutions. He also expressed the expectation that the new regulations will be quickly implemented, which will allow for employment protection and more effective support for strategic enterprises, especially those operating in Silesia and struggling with financial problems.
Restructuring support
The justification to the act indicated that funds from loans granted by the Industrial Development Agency could be used for restructuring activities, such as reducing the costs of running a business or optimizing it.. The condition for receiving financial support will be the presentation of a recovery program, based on which the Agency will assess the applicant's ability to repay its liabilities. At the same time, the purpose of the loan cannot coincide with the objectives provided for under state aid mechanisms.
The new regulations also specify which entities will be able to apply for loans after the act enters into force. Those eligible included enterprises from the mining industry, companies dealing with mine closure, as well as entities deemed to be of key importance to the national economy or its strategic sectors, in accordance with government strategic documents.
