How does the Clean Transport Zone in Warsaw work? Will the camera issue a ticket?

Cameras of the Integrated Traffic Management System continuously scan the license plates of all vehicles and, based on the data available in state systems, verify whether they meet exhaust emission standards and whether they are allowed to drive in the zone. From April 1, extended inspections cover the central part of Warsaw and, according to the city hall – cameras will monitor a total of 7%. area of the capital. This is an area of approximately 37 square kilometers. The launch of additional monitoring in the Clean Transport Zone is the next stage of implementation of the system adopted by the city, which aims to improve air quality.
Importantly, the cameras, according to the declaration of the Municipal Roads Authority, will not issue tickets. These are the exclusive powers of the police and city guards – the camera system, at least at this stage, is intended only to collect information and analyze traffic. As ZDM emphasizes, However, in the future, the data from the cameras may be used by the services. However, the mere capture by the camera, without control by the officers, has no consequences for now. Once the transition phase ends, it will still be possible to enter the SCT with a non-compliant vehicle. Four entries per year, treated as occasional journeys, are allowed and only the fifth time a fine may be issued – a maximum in the amount of PLN 500.
Residents of Warsaw who settle taxes in the city are exempt from restrictions related to SCT disabled by the end of 2027no matter what vehicle they have. If it meets the standards, they don't have to do anything, otherwise you have to report your vehicle and generate the so-called urbanpass and get a special sticker containing basic information about the car.

As we read in the documentation prepared by the Municipal Roads Authority, “a fee of PLN 5 is charged for issuing a sticker”, but there is also an important clarification indicating that “without a sticker, but with an important exception, you can enter the Clean Transport Zone in Warsaw”.
How many cars will not enter the Clean Transport Zone?
According to current data from the Ministry of Digitization, the Clean Transport Zone means the exclusion of approximately 130,000 people from traffic in the center of Warsaw. cars by 2028 and another 260 thousand by 2030, total nearly 400 thousand car However, the authorities in the capital argue that the real number of vehicles affected by the regulations is much smaller, and in the next few years it will further decrease due to the replacement of older cars with newer models.

In the case of combustion cars – cars manufactured before 2014, and in the case of diesel vehicles – cars manufactured before 2020.

What does SCT mean for people who do not live in Warsaw?
Which vehicles, according to the regulations being implemented, are already losing the ability to enter the Clean Transport Zone and how can we check whether this will affect our car?
It all depends on the engine, fuel type and how long ago the car left the showroom. From 2026, with the entry into the second stage of implementation of the regulations, the bar is raised First of all, the following will disappear from the map of the center of Warsaw:
- Petrol vehicles (and those with LPG installations) that do not meet the Euro 3 standard or higher – in practice, this applies to most cars manufactured before 2000.
- Diesel cars that do not meet the Euro 5 standard – these are vehicles older than 2009.

If the car falls within these “forbidden” ranges and we are not registered in the capital, entry to the zone will be impossible (except for the limit of four days a year). For people living and paying taxes in Warsaw the only solution is the mentioned resident status and ensuring that the car is in the system.
It is worth remembering this, because although the idea of the zone is cleaner air and higher living comfort, it is For unprepared drivers, entry may result in a fine. Therefore, the key is verification – if the car does not qualify for the above year ranges, the vehicle's registration number must be “legalized” in the database so that you can pass the signs informing you about entering SCT without stress.
Importantly, the above implementation dates apply only to the Clean Transport Zone in Warsaw. Other cities, such as Kraków, Szczecin and Wrocław, which are preparing or planning to fully implement the system, have separate regulations.
How to check if you can enter SCT
The Warsaw Municipal Roads Authority has also launched a special website “Check if you can enter”, which, after entering some information about the car, immediately verifies which category we qualify for within the Clean Transport Zone.
