A refinery in Russia has stopped its activity after a Ukrainian attack

The Saratov oil refinery was hit by a drone on March 21 and the crude oil distillation unit was shut down after the attack, sources with knowledge of the situation told Reuters.
The Ukrainian army announced on Saturday that it hit the refinery of the Rosneft company in Saratov. Governor Roman Busarghin said that civil infrastructure was hit, but did not give any other details.
According to Reuters sources, the crude oil distillation unit, with a capacity of 20,000 tons per day, has been out of operation since March 21. Rosneft has not yet responded to a request for comment.

During the trading session at the St. Petersburg stock exchange, there were no offers for oil products from the Saratov refinery.
In 2024, the Saratov refinery processed 5,800,000 tons of oil, equivalent to 2.2% of the amount refined in Russia. It also produced 1,200,000 tons of gasoline, 1,900,000 tons of diesel and 1,000,000 tons of fuel oil.
The refinery was attacked several times by the Ukrainian army. On September 20, 2025, Ukrainian drones targeted the Saratov refinery and an oil facility in the Samara region.
On November 15, 2025, Ukraine used drones and Neptun missiles for a large-scale attack on the port of Novorosiisk and the refinery in Saratov, where several explosions were heard.
