Prime Minister Marcel Ciolacu claimed on Wednesday that Romania will support the American Spacex company, owned by Elon Musk, to develop a new satellite technology, after a day ago asked ANCOM to promote internationally the revision of radio emission limits between satellites. The chairman of the IT Commission in the Chamber of Deputies, Radu Miruță (USR), says that such a decision can only be taken by consensus at the world meeting of the ITU (International Telecommunications) in 2027, and the modification documentation should be submitted by the US, not by Romania.

Prime Minister Marcel Ciolacu announced on the X platform on Tuesday that the Romanian Government will support the development of new NGSO satellite technologies of the Starink / Spacex network, following the positive test results done last year in Romania.

Ciolacu said that he mandates the regulatory authority in telecommunications (ANCOM) to analyze and actively promote the revision of the current international regulations regarding the emission limits between the satellites.

Prime Minister Ciolacu also returned to the government meeting on Wednesday.

“We are partners with the top American company, Spacex, owned by Elon Musk, for the development of a new satellite technology. Now, this partnership is entering a new stage after the favorable test results in Romania,” said Ciolacu.

Shortly after, the Telecom referee (ANCOM), led by Valeriu Zgonea, announced on Wednesday that he will actively promote the review of the current international regulations regarding the limits of the EPFD in the working groups of the international decision forums. “

“The modification of these limits will allow the more efficient use of the radio spectrum and will open the way for the development of new technologies and satellite communications for all the companies in the world that offer such services (Spacex, Eutelsat/Oneweb, Amazon, etc.),” ANCOM states.

Authority also says that “the International Union of Telecommunications (UP) has been mandated to carry out technical studies on the possibility of changing EPFD limits and to present the results over 4 years, within the next WRC conference, without implications in the regulatory area”.

Radu Miruță (USR): “A buff

Ciolacu's requirement for ANCOM was listed on Wednesday as a “proportions” by the president of the IT commission in the Chamber of Deputies, Radu Miruță (USR).

“Why is it a proportion? Because Romania, not having geostationary satellites, in accordance with the ITU procedures, cannot submit the documentation associated with the changes. For the modification of the EPFD, that is, the interference limits between the satellites, the” ANCOM “of the country on which the company has its headquarters can submit such a request to the ITU. Communications Commission), not through Ciolacu's ANCOM; Europe cannot leave this US for free, ”wrote Radu Miruță on Facebook.

Why did Spacex do satellite tests in Romania

The chairman of the IT Commission in the Chamber of Deputies explained the context in which Spacex tests took place.

“Private US companies, in particular (Starlink, Oneweb, Amazon Kuiper), have developed non-geostalist satellites, who are not in geostationary orbit, at much lower altitudes than GSOs and moving in relation to the soil. Because these new generation satellites can interfere with the already existing ones, So that NGSO works in the common satellite bands, ”the deputy wrote.

A decision can only be made by consens

A decision regarding the revision of some 25 years old regulations in satellite communications can be taken only by consensus at the world meeting of 2027.

“This can be done in the ITU, where a world meeting is scheduled in 2027. Such a decision is made by unanimity, and the documentation is submitted by the country on which there is the company involved. That is, by the USA and not Romania. In short, the US needs the acceptance of Europe, which has the interest of protecting its own satellites, which is already a good currency, which is already in the world. Union (ITU).
