Bolojan's Chancellery did not cut 40% of the posts, as it announced in July 2025: “The signing of the project is expected” / What savings did he make

The reorganization of the Chancellery of Prime Minister Ilie Bolojan, announced last summer, which provides for the reduction of the total number of positions from 176 to approximately 105, could not be implemented until now, “since the signing of the reorganization project by the Secretary General of the Government is expected”, the institution led by Mihai Jurca announced on Wednesday. The chancellery instead detailed the savings made by the institution in 2025.
The chancellery of Prime Minister Ilie Bolojan, headed by Mihai Jurca, announced on Wednesday that last year it reduced expenses by almost 10 million lei, 84% of these savings being generated during the six months of the new leadership's mandate.

Why haven't the 40% of posts been abolished
However, the formal reorganization, publicly announced by the Head of the Chancellery on July 18, 2025, has not yet been carried out.
This provides for the reduction of the total number of positions from 176 to approximately 105 (a reduction of 40%), with an estimated saving of approximately 850,000 lei per month: 615,000 lei from the reduction of the staff of dignitaries and approximately 235,000 lei from the efficiency of the body of officials.
“This reorganization could not be implemented until this date, as the signing of the reorganization project by the Secretary General of the Government is expected,” says the institution.
Significant discounts on the transport of dignitaries
One of the most important reductions concerned the expenses for the transport of dignitaries.
Beginning in the summer of 2025, the Chancellery says it has renegotiated and subsequently terminated the transport service insurance contracts with RA-APPS, resulting in substantial savings:
• Reduction of the number of vehicles from 30 to 17
• Elimination of transport services with driver included, for each dignitary, so that currently all dignitaries drive their own official vehicles
• The transition from the passenger transport contract with RA APPS (car + driver) to the operational leasing contract for 17 Dacia vehicles (without driver) generated a significant reduction in the monthly cost.

• Delegation and secondment allowances represent the per diem and accommodation expenses related to the internal and external travel of the Chancellery staff, including dignitaries.
• Other expenses represent expenses for setting up and organizing official events (logistics, technical services, sound system, catering), as well as related costs, namely workshops, information materials, conferences, legislative services, equipment maintenance and other specific expenses
• Protocol expenses include: the supply and serving of food and beverages for the protocol activities of dignitaries' cabinets, official meals and their related logistics, protocol services at the Official Salon C within the CNAB (reception of officials), as well as other protocol materials (floral arrangements, representation materials).
Only 117 positions are currently filled

From the data presented, it follows that, in January 2026, of the 176 positions provided in the list of positions, only 117 are actually filled (66.48%), 59 are vacant (33.52%); of these, 13 are temporarily vacant (detachments, suspensions, leaves without pay), and 5 are temporarily occupied.
The most significant reduction occurred at the level of contractual staff in dignitaries' offices: from 42 people (January 2025) to only 19 (January 2026), which means a decrease of 55%, with 35 vacancies out of a total of 54.

The number of active dignitaries decreased from 19 to 14, with 7 vacancies out of 21. The body of civil servants remained relatively stable, from 61 to 63 active persons.
Compared to January 2024, the reduction is even more pronounced: from 142 to 117 active people (-17.61%). The total number of posts decreased from 180 (January 2024) to 176 (January 2025 and 2026) and the occupancy rate decreased from 78.9% to 66.48%.
What spending reductions was announced by the head of Bolojan's chancellery in the summer of 2025
The head of the Prime Minister's Chancellery, Mihai Jurca, announced on July 18, 2025, in a press conference, the reorganization of the institution he leads.
Jurca explained that 40% of positions will be abolished, including those of dignitaries, such as state secretaries and state councilors, which will mean a monthly saving of 850,000 lei.
Also, the dignitaries were going to be without the cars with drivers, rented from RA-APPS and the institution announced that it would also renegotiate the contracts for the protocol.
