The conflict at the NBP has been resolved. This is how it ended


In December, there were significant changes in the organizational structure of the NBP. Marta Gajęcka, Rafał Sura and Piotr Pogonowski were deprived of supervision over the substantive departments that were previously under their care. Gajęcka was responsible for the Foreign Department, Sura supervised, among others, Department of Coordination and Execution of Purchases and the Department of the Payment System, and Pogonowski headed the Department of Financial Transaction Settlements and the Department of Statistics. These changes sparked media speculation about a conflict within the bank's management board.

According to the latest organizational chart, published on December 19, management board members regained their positions, although not to their full extent. The Payment System Department, previously supervised by Rafał Sura, remained under the control of Marta Kightley, vice-president of NBP.
— The situation in the NBP Management Board has returned to normal. The conflict was resolved and all doubts and differences of opinion were clarified. The consequence is that the President of NBP transfers supervision over departments to designated members of the Management Board, said spokesman Maciej Antes in a statement sent to the media.
Sources close to the central bank, quoted by the Polish Press Agency on December 9, indicated that changes in the organization of the management board's work resulted from “the president's loss of trust and improper performance of duties.” On the same day, the Monetary Policy Council published a position in which it appealed for maintaining stability in relations between NBP bodies.
— We appeal for no escalation of actions violating the current, stable relationship between the three constitutional bodies of the NBP, which has been established for nearly 30 years, including respect for the role of the central bank body, which is the President of the NBP – emphasized in the MPC's position.

Struggle for power
According to media reports, the conflict had its source in the draft resolution presented by Piotr Pogonowski, Artur Soboń and Rafał Sura. The proposal included changes to the NBP regulations, which were to increase the powers of the management board as a collegial body and limit the power of President Adam Glapiński and his closest associates. The media reported that this project was an attempt to introduce organizational changes that could affect the current balance of power in the bank.
Members of the Monetary Policy Council also commented on the situation in the NBP management board. Prof. Przemysław Litwiniuk described the dispute as a “conflict over land”, and prof. Joanna Tyrowicz stated that it was about “control over Byzantium”. Both statements indicate internal tensions that have been the subject of public debate in recent weeks.
