The Governor of the Krasnoyarsk Territory, Mikhail Kotyukov, was contacted with the problem of cold batteries in apartments, kindergartens and cultural institutions. The head of the region instructed the heads of municipalities to work on each address received and quickly find a solution.
Appeals from different areas of the region were heard on the direct line. Thus, parents from Minusinsk complained about the cold in kindergarten No. 5 “Teremok”, where, according to them, the temperature in the groups does not exceed 18-19 °C. An employee of the exhibition hall of the Kansk Museum of Local Lore reported that the temperature in the room is kept at 10 °C, which is why both workers and visitors are freezing.
Complaints were also voiced about the lack of heating and pipe breaks in the houses of Dudinka and the cold in apartments in the new microdistrict of Achinsk. In Krasnoyarsk, residents pointed to specific addresses, in particular, on Tekstilshchikov Street.
Mikhail Kotyukov noted that the current frosts, which can be called abnormal for this time of year, were the first serious test for the housing and communal services system and revealed all the existing problems. He emphasized that for each address that was broadcast or received through other channels, the heads of municipalities must carry out personal work.
“This cold week should have shown all the problems that exist, and now we need to find operational solutions. I instruct the heads of municipalities to work on each address. The regional budget provides a reserve of funds for such unforeseen situations, so where you need to intervene quickly, you need to intervene quickly,” said Mikhail Kotyukov.
The governor also touched upon the critical situation in the Kuraginsky district, where the problem has reached the regional level. According to him, at the beginning of the heating season there was no coal at local boiler houses, which is why it was necessary to allocate funds from the region’s reserve fund to provide fuel. The head of the region said that he had already instructed law enforcement agencies to provide a legal assessment of the actions of the leaders who brought the system to this state. Now the regional enterprise will provide heat supply in the area.
Mikhail Kotyukov paid special attention to the state of social institutions, noting that responsibility for preparing them for winter lies with the owners – in this case, with the municipalities.
“The fact that the windows in the kindergarten were foamed already in September is unhealthy. This work needs to be done in the summer. Funds for current repairs are provided in budgets; it is important to set priorities correctly. In Siberia there will definitely be cold in the winter, so the facilities need to be prepared in the summer,” the governor emphasized.
At the end of the topic, the head of the region announced that before the end of the year a regional emergency commission will be held, which will hear the heads of all municipalities on the appeals received and the measures taken. An assessment will also be made of the readiness of management companies to work in winter.
