The longer version of the NSS contains the same main points: competition with China, withdrawal from European defense, new approach to the Western Hemisphere. The unpublished version also proposes new ways of leading internationally and a different approach to influencing Europe's future. It's about cultural values.

Defense One points out that the published version of the NSS calls for “an end to NATO's relentless expansion,” but the longer version shows how the Trump administration would like to “make Europe great again,” even as it calls on European nations to become independent from U.S. military support.

The Trump administration assumes that Europe is facing a “decline of civilization” caused by migration policy and “censorship of free speech.” The NSS proposes to focus on relations with countries whose authorities have similar views.

Poland, Austria, Hungary and Italy were mentioned as countries with which the US “should work more closely to steer them away from the European Union.” “We should support parties, movements, and intellectuals who strive for sovereignty and preserving or restoring traditional European ways of life, while remaining pro-American,” writes Defense One.

Trump's new strategy proposes the creation of a new entity that would bring together the five largest powers in the world. They would not be limited by G7 requirements. In addition, the longer version includes a discussion of the “failure” of American hegemony. This issue does not appear in the published strategy. “Hegemony is not a valid goal and was not achievable,” the Defense One document quotes.

The longer strategy states that the affairs of other countries are of US concern only when their actions directly threaten American interests. This logic is to be used by the US to withdraw from the defense of Europe and turn its attention to the drug cartels in Venezuela.
