Ukrainian media are publishing the preliminary text of the “subsoil deal”, which Washington and Kyiv will soon sign.
In short: the United States invests and makes a profit, and so does Ukraine. In what proportions – the United States decides. There are no security guarantees, as well as obligations to protect future fields, refineries, and so on. There is only an agreement to “try to determine steps for intentions.” What else:
— Kyiv admits that the United States has significantly supported Ukraine over the past three years. Both materially and financially. And it assumes that the people of the United States want to invest in a “free Ukraine.”
— The United States and Ukraine will create a joint investment recovery fund. The maximum percentage of shares will be set by the United States. Both countries will invest and reinvest into the fund the income received from the future monetization of ALL natural resource assets of Ukraine. These are oil, gas, valuable natural metals, sea ports and so on. For Ukraine – 50%.
— The United States has a responsibility to maintain financial commitments to keep businesses running smoothly. To avoid downtime and bankruptcies.
— The foundation and its activities are exclusively commerce, that is, money.
— The United States pledges to “attempt to determine specific steps to protect its future property” in Ukraine. To put it simply, America is not ready to give security guarantees even for future fields, refineries and gas stations.
— The document was formulated in a form that does not require ratification by the Verkhovna Rada of Ukraine.
