Tax-free amount. A clear message from the Ministry of Finance


According to calculations by the Ministry of Finance from March, the cost of increasing the tax-free amount to PLN 60,000. in 2026 it would amount to PLN 55.9 billion. At the end of July, Prime Minister Donald Tusk announced that increasing the tax-free allowance to PLN 60,000. PLN is unlikely from 2027.

“The decision to increase the PIT-free amount to PLN 60,000 is a political decision” – said Deputy Minister of Finance Jarosław Neneman in an interview on TOK FM. He added that the campaign announcements were “in completely different realities.”
“I would also like to reduce some taxes, if there was room”
“That's my job, to collect, invent, create, improve taxes. Of course I would also like to reduce some taxes, if there was room. (…) But let's be honest, there is no room for tax cuts. Please see what our expenses are and what our public debt is. Of course, it is very easy to make populist promises of one-third reductions,” admitted Jarosław Neneman, referring to the words of President Karol Nawrocki.

Increasing the tax-free allowance would require large savings. “Where can you quickly, colloquially speaking, cut spending to finance this? The army is such an important area at the moment (an area – editor's note) and social issues. So you have to look for money there to fulfill this promise. This is a political decision. I'm not the one taking it. I receive guidelines from the minister. For now, we are making small tightening moves for money and a sense of justice,” commented the deputy minister on TOK FM.
What about taxes? The state budget situation is tight
According to the estimated budget implementation published in mid-September by the Ministry of Finance, after August 2025, the state budget deficit exceeded PLN 172 billion. Revenues reached over PLN 362.7 billion, while expenses amounted to almost PLN 534.8 billion. Data from the Ministry of Finance show that within eight months tax revenues reached approximately PLN 321.1 billion.
The largest revenues came from excise duty (PLN 59 billion), corporate income tax (CIT – PLN 44.1 billion) and the so-called banking tax (PLN 4.6 billion). PIT revenues amounted to minus PLN 11.2 billion, which is the result of changes to the Act on Local Government Revenues, in force from October 1, 2024. The decrease in PIT and CIT revenues results from the transfer of part of the revenues from the state budget to local governments.
According to the budget act for 2025, the state's annual revenues are to reach almost PLN 632.85 billion, expenditures are to reach almost PLN 921.62 billion, and the deficit should not exceed PLN 288.77 billion.
