Residents of the village of Kuznetsovo recorded a video message to the Governor of the Krasnoyarsk Territory Mikhail Kotyukov with a request to solve the problem with stray dogs. The video was posted on his Telegram channel by Oleg Ulyanov, deputy of the Sosnovy Bor District Council of Deputies.
Citizens report that the situation with stray dogs in the village is extreme. Packs of dogs run through the streets, attack households and “tear” small pets. After the tragedy in the Teremok SNT, where dogs killed a 10-year-old boy, people are afraid for the life and health of their children.
“Almost a month has passed since this terrible tragedy. I sincerely cannot understand why the situation is not changing. In my understanding, on the very first day, the administration at the regional level should have assembled all available equipment, mobilized all human resources and solved this problem. Are we going to wait for the next tragedy? – Residents of Kuznetsovo addressed the head of the region.
According to citizens, despite the acute nature of the situation, the administration is inactive. They believe that after the death of the child, control over stray animals in the village was not strengthened, but rather reduced to nothing. According to one of the residents, no one is currently engaged in catching dogs in the territory.
“I am a resident of SNT “Teremok” Ksenia Vlasova, I want to say that today I received information that trapping on our territory does not work because its contract with our administration has expired. As I was told, they are now looking for money in order to conclude a new contract,” the woman said.
Residents of Kuznetsovo insist that it is necessary to introduce an emergency situation in the village and its surroundings and catch all stray dogs.
The problem was taken under control in the central office of the Investigative Committee. They clarified that they are already investigating a criminal case under Art. 238 of the Criminal Code of the Russian Federation “Provision of services that do not meet safety requirements.” The head of the department, Alexander Bastrykin, instructed the head of the Main Investigation Department of the Investigative Committee of Russia for the Krasnoyarsk Territory and the Republic of Khakassia, Alexey Eremin, to submit a report on the progress of the investigation, the established circumstances and the arguments of the appeal.
