Warsaw starts consultations on the 2040+ strategy. Residents have a voice


The 2040+ Strategy is a document setting out the long-term directions of the capital's development. It includes, among others: transport, walking and cycling infrastructure plans, as well as building height guidelines. The document also includes strategic goals related to improving the quality of city services, investments in transport, housing, urban greenery, education and culture, as well as promoting Warsaw internationally.
The City Hall emphasized that the provisions of the strategy will be the basis for making key decisions in the coming years. The city authorities emphasized that this document will influence local plans, which will specify detailed investment locations, taking into account both spatial and socio-economic aspects of the capital's functioning.

What does the General Plan talk about?
The general plan, which is the second key document, divides the city into planning zones, such as a multi-functional zone with multi-family residential buildings, a green and recreation zone, and an economic zone. Permissible functions, development parameters and rules for the protection of areas, including Family Allotment Gardens and naturally valuable areas, were specified for each zone. Unlike a strategy, a general plan does not contain a list of specific investments, but indicates the spatial framework in which they may be located.
Vice-President of Warsaw Renata Kaznowska explained that the strategy covers aspects such as the settlement network, public transport, protection of monuments and nature, while the general plan focuses on detailed spatial development parameters, such as the height of buildings and biologically active areas. “These documents should be read together because the general plan is the result of the strategy,” Kaznowska emphasized.
How to take part in consultations
Warsaw residents can take part in public consultations in various ways. Draft documents are available at um.warszawa.pl/2040+, where you can also submit comments using online forms. Open consultation meetings are also planned, which will take place on November 15 at the Targowa Creativity Center and on December 17 at the Copernicus Science Center. Both events will be broadcast online on the YouTube channel of the capital city of Warsaw. Additionally, designer visits, consultation points and discussions in individual districts will be organized. Pre-registration is required for some of these events.
