The Norilsk City Council reported on its work for the year. The reporting period for Norilsk deputies is from September of the previous year to September of the current year, since the current 6th convocation of the departmental corps was formed exactly in this month in 2022.

As noted by the speaker of the local parliament, Alexander Pestryakov, during the reporting period, there was a rotation in the City Council in the LDPR faction: the deputy Ivan Dil, who resigned early, was replaced by Alexey Makarov, and last week, the vacated mandate after Pavel Semizorov left the Legislative Assembly of the region was transferred to his fellow party member Vadim Cherkasov.

The report reflects important events and decisions of the City Council during the third year of the current convocation of the deputy corps. Thus, with the active assistance of parliamentarians, the involvement of private investment in the implementation of socially significant projects continues.

“Here we are talking, first of all, about intensifying the work of the municipality with the Our Norilsk Endowment Fund. In the spring of 2025, my fellow deputies and I took part in a round table organized by the Public Chamber of Russia, where the practices of various territories regarding interaction with endowment funds were discussed. The work of our city is recognized as successful: 23 long-term projects have been implemented and are currently being implemented for a total amount of more than 250 million rubles. This is significant support for the social sector in conditions of a serious budget deficit,” emphasized Alexander Pestryakov, Chairman of the Norilsk City Council.

The priority areas of work of the people's representatives continue to be public parliamentary control over the implementation of the Comprehensive Plan for the Socio-Economic Development of Norilsk until 2035 (renovation program), social support for Norilsk residents – participants of the SVO and their families, updating measures to help certain categories of citizens, including those who find themselves in difficult life situations.

Deputies also actively interact with the city’s business community: meetings and round tables are systematically held with representatives of the business sector, during which topical issues of interaction between government and business, the elimination of unnecessary “administrative barriers” and the need to improve regulatory documents aimed at improving the situation of business entities are discussed.

As follows from the report, all spheres of the city’s life are under the close attention of deputies of the City Council: parliamentarians organize or participate in the implementation of projects in the fields of healthcare, education, urban and housing and communal services, ecology and environmental protection, social and youth policy, tourism and entrepreneurship development and others.

In addition, almost all deputies are chairmen or members of collegial bodies at various levels: municipal crime prevention councils, veterans' organizations, institutions for the protection of citizens' rights, public councils under federal and regional ministries and law enforcement agencies, etc. Let us recall that the majority of Norilsk deputies perform their duties on a voluntary basis.

At the same time, of course, the main function of representatives of the police department is to work with residents. During the reporting period, people's representatives held 175 meetings with labor collectives, in which over 5 thousand Norilsk residents took part. 1,156 citizens addressed parliamentarians for a personal reception or with written appeals.

Another important part of parliamentary work is interaction with the media and work on personal social networks and instant messengers, the speaker of the Norilsk parliament is convinced:

“Media representatives take part in meetings of deputy commissions and sessions, as well as in on-site events, which allows them to promptly and reliably publish important decisions of the City Council and talk about projects implemented by deputies. In their work, parliamentarians also actively use personal social networks and telegram channels. For example, almost all deputies are registered on the social network VKontakte. On their pages they publish information both about their work in the police department and about other public activities. Parliamentarians also use social networks and instant messengers to communicate with residents: Norilsk residents can ask any question and quickly receive an answer,” Alexander Pestryakov summed up the results of the work of the deputy corps.
