“In order not to “spoil” the future opportunities for the development of the city, in order not to put oneself in the future before the opportunity to give the city an architecturally complete appearance, in order to direct its development in the right direction now, it is necessary to begin from now on firmly implementing the following provisions:

Tough to save territory. Littering the city and especially its central part with small and low-value buildings will lead in the future to the need for quite expensive and inappropriate demolitions. If scattered development is allowed now, significant difficulties will arise in the subsequent improvement of the city – the construction of roads, water supply, sewerage; it will be necessary to equip a very large area with mechanical transport (bus, tram); the city will be inconvenient to live in and expensive to operate.

It is necessary to move more decisively and quickly to multi-story (4 and 5 floors) construction of residential and public buildings, bearing in mind that this will not only save territory, speed up its improvement, but also give the city proper architectural design. In addition, it is necessary to introduce the practice of constructing large stone buildings with the lower floors allocated for shops and institutions, and the upper floors for housing.

It is necessary to stop the practice of building two-story brick houses, which use the territory almost as uneconomically as two-story wooden ones, but whose service life is long. In cases where two-story buildings will nevertheless be built, it is necessary in the architectural design itself to provide for their subsequent extension to 3-4 floors.

It is necessary to reserve all the most architecturally critical areas (for example, important intersections, main streets, squares, etc.) and allow their development only with architecturally high-quality buildings that ensure the proper design of these critical areas in terms of quality and style. It is also impossible to allocate corner areas for small structures not specifically designed for the design of corners.”

The newspaper “Birobidzhan Star” (12+) 1940 October 10 wrote that shooting sports (6+) are developed and are in great demand in Birobidzhan. The article also talks about receiving the “Voroshilov Shooter” badge, about the problem of training Osoaviakhim members in the art of shooting, about the quality of shooting training: “Previously, in shooting circles they taught only one shooting skill according to a very narrow program. This is clearly not enough. In a combat situation, a shooter must not only be able to shoot accurately, but also be able to wield a bayonet, shovel and grenade well, be able to camouflage, know the topography, be able to navigate in any environment, be resilient and act successfully in any weather. Now the programs have been restructured to instill all these qualities in the fighter.

Reserve command staff are weakly involved in the creation of mass defense circles.

It is necessary to resolutely take on restructuring the work of Osoaviakhim organizations in a new way. Communists and Komsomol members, defense activists must lead this matter.”

The newspaper of the Leninsky district “Amur Niva” (12+) 2018, October 10, in the article “Soybean oil – the “amber” of the Amur”, said that in the village of Bidzhan they are trying not only to grow crops, but are engaged in their processing. The Bredikhin farm has launched a workshop for processing soybeans into oil and cake. For this workshop, equipment was purchased from China. The capacity allows us to process three tons of legumes per shift. The oil is obtained by hot pressing, but it is not yet refined, but a revision of the technology is planned soon. Also, in the future of this farm there is the production of tofu (soy cheese).
