⚡️The Ministry of Construction of the Russian Federation proposes to limit the use of foreign messengers for working purposes for a number of users – “Interfax” with reference to a source familiar with the provisions of the bill
The norm is proposed to extend to employees of marketplaces and delivery services (in their interaction with individuals – users of services), to employees of credit organizations, to employees of the Bank of Russia, employees of operators of communications, civil servants of civil service and civil servants of the Russian Federation.
Accordingly, for working with individuals, it is allowed to use the service exchange service, the organizer of which is the Russian legal entity or citizen of the Russian Federation.
At the same time, it is stipulated that the corresponding employee/civil servant, using the Russian messenger to interact with individuals, will have to undergo identification or authentication in Esia to work with the messenger.
Minzifra proposes to introduce these norms with September 1, 2026. To date, this bill is in agreement with interested state bodies.
