Trump Attempts to Mend Ties with Putin as US Intelligence Supports Ukraine

Relations between former President Donald Trump and Ukrainian President Volodymyr Zelensky have recently soured, with Trump urging Ukrainians to elect a new leader. He described Zelensky as a more challenging interlocutor than Russian President Vladimir Putin and accused him of prolonging the war. Trump notably overlooked the fact that Russia initiated the full-scale invasion of Ukraine and ignored Zelensky’s readiness for peace negotiations with Russia, provided they did not entail Ukraine’s capitulation.

Meanwhile, US intelligence remains committed to supporting Ukraine. Thanks to intelligence from the United States, Ukrainian forces have successfully targeted locations deep within Russian territory. Furthermore, American satellites provide early warnings of missile and drone attacks. An anonymous high-ranking retired American officer, who frequently visits Ukraine, indicated that the CIA plays a leading role among US representatives aiding Kyiv.

Trump is actively seeking avenues for negotiations with Moscow, having announced a substantial agreement for the purchase of Russian diesel fuel. He believes that economic incentives might coax Putin back to the negotiating table. However, such actions could inadvertently increase Russia’s revenue while it continues its war against Ukraine, according to reports.

Reports also suggest that Trump has threatened to halt intelligence transfers to Ukraine if Kyiv does not agree to cease strikes on Russian oil refineries. Journalists speculate that Trump may employ intelligence support as leverage against Ukraine’s leadership, without imposing similar demands on Moscow.

John Ratcliffe, the Director of the CIA, finds himself caught between the president’s policies and Ukraine’s intelligence needs. He is aware of the threat Russia poses not just to Ukraine but also to the United States and its allies. This perspective is shared by Secretary of State Marco Rubio and Secretary of Defense Pete Hegseth, although they have publicly supported Trump’s rhetoric.

According to The Atlantic, Ratcliffe has used communication channels between US and Russian intelligence agencies to convey assessments of the frontline situation to Moscow. Sources indicate that US intelligence believes neither side has gained a decisive advantage in the conflict. Washington hopes that a better understanding of the actual circumstances may encourage Putin to engage in talks.

However, Ukrainian officials do not view the CIA Director as an unquestionable ally. Ratcliffe reports directly to Trump, and should the president issue an order, he is likely to stop sharing intelligence with Ukraine. Sources familiar with his work suggest he is unlikely to advocate for a policy reversal, despite concerns within the agency.

The article also mentions disruptions in the Starlink satellite system and early warning systems that have complicated the detection of Russian missiles. Nevertheless, the US has officially not ceased its intelligence sharing with Ukraine.
