The Ukrainian government has outlined plans for its 2027 budget that include increasing the value-added tax (VAT) by one percentage point and raising excise taxes on fuel by four percent. Additionally, the proposal includes a new tax on parcels, which is expected to generate nearly 12 billion UAH, contingent upon parliamentary approval of the associated legislation.
The budget also aims to partially restore the Road Fund, proposing an allocation of 52.8 billion UAH. Of this amount, 34.2 billion UAH is designated for public roads, 10.1 billion UAH for debt repayment, and 8.5 billion UAH is intended for local communities to improve local roads and streets.
Furthermore, funding for military equipment and supplies for the Armed Forces of Ukraine will be sourced from various financial recoveries, including cases handled by the Bureau of Economic Security (BEB), the National Anti-Corruption Bureau (NABU), and the State Bureau of Investigations (DBR). Additional funds are expected from the asset recovery agency (ARMA), audit agency fines, and fees associated with export permits for weapons.
